Moto and CP-Plus still threatening fines.

Well it's Summertime again and we are off on tour.
Booked an overnight stay at the Travelodge at Hilton Park Services near Wolverhampton ran by Moto.
I see that they still persist in saying on their website that: "if you haven't paid for parking and have stayed for longer than 2 hours, you will be sent a fine through the post"

As a Travelodge customer that shouldn't affect me at all - especially as I am a Scottish person - but I feel like complaining about these signs threatening of fines some more this year as I have done for the past many years.
I shan't be informing them of my registration number anyway - just to see what transpires.
It's the cocky certainty of their use of 'you will be sent a fine' - not as others put it 'you may' - who the hell do these people think they are.
Moto are the biggest MSA provider in the UK and their website is just full of nonsense.
Does anyone know if they have changed their signage style recently - the last time I was there it was all daft blue edged signs reflecting the Moto logo and colour scheme - nothing like the correct RTRA approved signs at all.
Other than the site manager has anyone any suggestions how I and others can complain about these flagrant breaches of the rules.

as far as i know that website is independent of the companies that run MSAs, and there was/is an explanation on the "fine" issue somewhere on there.From the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"0
