When to initiate survey etc when vendor has not found a property yet

Looking for some advice -

a) We have offered on a house. The vendor has said they will accept if we offer 5k more. In the scheme of things it is not a huge amount (we offered 580k). I was wondering what we could possibly ask for in return? I'm not keen on the fixtures/fittings/appliances so that's not an option for us, but I'm wondering if there's something else that we haven't thought through? Doesn't have to be material things, could be some things that the vendor could do eg Moving timescales?

b) The vendor has not found a property to move into yet and we found out that a sale fell through previously last summer because they didn't find a property in time. Any advice on when we should initiate things that cost us money - ie applying for the mortgage formally, doing the survey etc? Should we wait until they say - yes we've found a place? Or will that cause any problems we've not thought of?

    Definately do not spend money until they have found a place and in fact until there is a complete chain. If they have history of not committing then they may not even be motivated to sell.
