Balance transfer for essential repairs

I have some expensive works that need to be carried out on my roof (around about a grand). On the advice of others, I have been looking into 0 per cent credit deals as a more cost-effective way of raising the funds than personal loans. I would remortgage but I've not yet been offered a permanent contract in my present job, so that is difficult to arrange.

My idea was to find one where a balance would be transferred into my bank account so I could then pay a roofer to do the job. Unfortunately, the responses I have got from card providers so far have been that you can use a card for purchases or to pay off other credit card debts, but not to do balance transfers of funds into bank account.

Does anyone know of any 0 per cent deals who do this? Perhaps I have missed them. I would also welcome other suggestions about this dilemma.
