Excel Parking - Address complication?

Hi,
I wonder if somebody can offer guidance on what I should do next. I have read the newbies guide several times and, as you will see from my explanation below, followed the advice but I'm now unsure how to proceed.
My wife was caught twice in December at the infamous Peel Centre, Stockport. PCN's were posted out 9/10 days later. Unfortunately, the car wasn't registered to the address where we stay so we didn't receive the PCNs. I believe that the original PCN may have been returned to Excel by the current occupant at the former address. I appreciate that this is our fault and cause for concern by the DVLA.
Anyway, the first we knew were letters from DRP sent to our current address. After this we set about changing the address that the car was registered to. However, I am unsure how DRP got our actual address in the first place - presumably from our driving licenses which had been updated?
Having read this forum I followed the advice about doing nothing with the DRP letters. We then started getting letters from Zenith. I read the forum again in more detail and decided that we should be proactive, rather than risk being seen as a soft touch and taken straight to the small claims court. So, I used the appeal template from the Newbies thread, customising it slightly to say we hadn't received the original PCN hence the late appeal.
I also wrote to Zenith to advise we were appealing the PCN and requested they leave us alone.
I had a response first from Zenith advising that we were outside the appeal timeframe and the reasons why the PCN was correctly issued. They have kindly offered that we can settle each ticket now for £79.99 rather than £160!
I've also now had a letter from Excel also telling us we are outside the appeal window. Excel have also pointed out our error not advising DVLA of the change of address at the time. Excel have kindly suspended the PCN for 21 days so that we can provide evidence that we did inform DVLA of the change of address. Needless to say I can't provide such evidence.
So, what should I do next?
Am I outside the appeal window?
Can I make a POPLA appeal and how do I do that?
Have I made a mistake by engaging with Excel and effectively confirming our change of address and that the address change wasn't with DVLA at the time?

DR+ are a member of the credit services assoc , and as such have access to "trace" , that is how they found you
tell zenith to bog off and if they contact you again , you will place charges for harassment
excel can also bog off , why should you run around to suit them
if it gets to court you can still ask for alternate resolution , but why bother (ipc)
so in actual fact no matter what you cannot make a POPLa appeal

try emailing the BPA and say they are refusing an appeal , reply will look good if they attempt court ,0 -
zenith and drp are the same debt collector, you can ignore them (as the newbies sticky thread tells you to do)
as mentioned above, if any appeal went in then it would be to popla if excel provide a code, if they dont provide one then popla cannot be used
yes you are currently outside the appeal window
no you cannot go to popla, as you have no popla code
if an LBC or an MCOL come from excel, then you would ask for ADR by popla to the court, if granted excel would have to provide a valid popla code0
