    I'd say you need to update so both phones are running ios 8.3 before you try moving the data over. The update normally downloads over wi-fi via Apple

    Is your new iPhone 5s also running iOS 8.3 at all?

    If you go into Settings>General and tap 'Software Update' it'll prompt you if a newer version is available for installation.

    The OP won't be able to do this if they're stuck on the step screens, which it sounds like they are as this is the only place you can restore from an iCloud backup.

    OP your new iPhone has been sitting on a shelf for a while so does not have the newer software that your old iPhone does.

    OP you will either have to;

    1. Plug your new iPhone into iTunes on a PC/Mac and update the software that way, then start the setup again after the update

    2. Go through the step, but "setup as new iPhone", once you're on the homescreen follow the advice quoted above to update to iOS 8.3, after this you'll likely need to go back to Settings > General > Reset > Erase all content and settings to get you back on the setup screens where you can then restore from your iCloud backup.

    This worked thanks so much .
    One last problem I restored from iCloud back up but some of my photos did not download to my new phone. My last iCloud back up was 28th may. If I wipe the phone and set up again would all. My photos download this time. I think my wifi went off in the house at the time . I'm scared of wiping my phone and not getting any info back on to my new phone.
    Do I press "erase all content and settings"
    Then set up again by Pressing restore from iCloud .........????? Yikes !!!!
