Water meter and leak!!

I have been trying to find a musty smell in my kitchen now for months.

It has been here since I bought the flat 6 months ago.

Now I have tried most things.

I seem to have located something that under the sinks cupboards smell like a sweet/musty smell.

I live in a block of 4 flats.

3 of the flats all occupants are out.I have spoken to them all and nothing is on.

We have no water tanks and all are combi boilers.I realise a toilet overflow/tank could be over filling thus using water in the other 3(not mine)

Anyway I switch my stopcock off in my flat and go out to the water meter.It is still going round.

Right so I then turn the mains water(outside my front pathway) OFF.

The handle only turns one way. The meter still keeps going!

I have measured it at 90 litres per hour are still coming through the meter or it is faulty.

My service charge went up significantly due to a large water bill which I attributed to people moving in the new flats.(£1300 for 4 one bedroom flats)

Now bearing in mind my 2 flats have been empty for 6 months leaving only myself and a girl downstairs.

    Contact the water company and get your water meter checked as well as the mains stopcock outside (both are the water company's responsibiliy).

    If the meter runs when the mains is off, they should fix it.

    Are you sure you know which meter, and which stopcock, is for your flat? Sometimes they are wrongly identified - you may have been turning off your neighbour's or looking at neighbour's meter.

    The stopcock for my flat is under the sink obviously no water in flat.Have checked other flat as he has an outside tap.no water.

    I only have one meter at the front of the garden.This is definitely off and the meter still going round.

    I reiterate GMs point. I was assuming the water meter outside my property was mine.... It wasn't and mine was 10 metres further down!

    You probably already have but in case you haven't check your meter number in water bill to the actual meter.
