ASDA exiting car park by foot

A new sign has appeared at one of my local ASDAs and mentions that you could be liable to a £70 charge if you exit the car park by foot. As I usually pop to the bank and maybe another shop as well as doing some shopping in ASDA, I thought I should check with the customer services desk in the store during my shop.
It appears that if I don't exclusively use my parking time in their car park for shopping within the store then I may well land myself the £70 charge.
Has anyone else spotted similar signs and, more importantly, been charged?

    Some stores have this. But could be worth checking planning permission.
    Not so smart tried to implement this little scam at the Otley store. Council took a very dim view of it when it was pointed out to them. Planning permission expressly stated parking was to be open to anyone shopping in the town.

    Does this silly rule apply to all the vehicle's occupants, or just the driver?

    It applies and is strictly enforced at The Forbury in Reading. Lots of people park there and shop in town.

    How do they link you exiting on foot with you being the driver of a car that arrived 3 minutes prior?

    I personally would stop using ASDA, what a ridiculous rule...and how the heck will they prove you are the driver? Big Brother gone mad.

    If you can name the town a planning permission search can be done. Quite a number of planning permissions have a similar paragraph in them stating that the parking use has also to be for the general use of the nearby town centre. (and retailers hate it!)

    Looks like this is a former Safeway store built before the electronic records of planning consents were filed online.
    However the original planning consents should still apply as there doesn't seem to be any recent records.

    You will need to phone or E-mail Birmingham City Council planning department (postcode for this store is B14 7BW) and see if a planning condition was applied. It looks the kind of location where such a condition should have been used.

    If you find yourself in this position, go into ASDA with an empty trolly then fill it with fresh fish, fresh beef, pork, lamb and chicken, lots and lots then discard the trolly and go home .
