If you mean for a credit card, this is daily interest, not charge.
It's for all ATM withdrawals, not only abroad.0 -

If you mean withdrawing a fiver, then for a CC it can be more than 100% theoretically.
This sounds like interest, not fee. The interest can be even higher than 35%.
2.75% is far more typical with very few exceptions.

The fees are fairly standard, although you can avoid them if you use specific cards like Halifax clarity, but obviously it is too late to organise that now. If you are intending to return to the UK soon you might consider applying for one of the 'no fee' cards however.
You have done the right thing to reduce fees by withdrawing larger sums as this reduces the fixed-fee costs but the 2.99% is still charged. However, you are getting a better exchange rate than at most cash exchange places where the fee hidden in the exchange rate is usually 5-10%, so it could be worse.
The only way to reduce the fees with the cards you currently have is to spend on your credit card (don't withdraw cash) and withdraw cash on the debit card. This will be cheaper than taking out cash although you will still be hit by the 2.99% fee - there must be some expenses you can pay be credit card. Remember to pay the bill by internet banking.
Ringing Lloyds should remove any security block on your card.0
