I'd put posts my side and run wires or fix trellis and grow climbers. If you don't know whose fence it is you can't put trellis directly on to it.

Hi thanks, yes I wouldn't attach trellis to it without asking for their agreement first.

Your neighbour might be also thinking the same thing and might be worried if he will upset you broaching the subject, most people like more privacy to a point in their garden you might be suprised..
mine looks like this now http://s1056.photobucket.com/user/smudgersmithy1/media/2015-05-23%2013.08.40_zps4riofpcx.jpg.html

Unfortunately I think that's very unlikely.

That looks lovely, would like something like that, but don't have time to wait for all the plants to grow to give us privacy!

It is a good idea to be alone in a garden at dawn or dark so that all its shy presences may haunt you and possess you in a reverie of suspended thought.

I've just gone for 6'x6' trellis attached to the existing 3' panels, attached to my side of the fence so shouldn't be a problem. Not maximum privacy but I needed to hide next door's dead trampoline/microwave/sundry rubbish heap without causing offence. Wall baskets attached and climbers planted should do the trick.
