    Getting rid of national pay scales and paying local market rates would save a lot if it could be got past the workforce....

    relocating department outside london will be an initial net cost and not a saving

    I can`t see much of saving being realised in the short term (a 5 year parliament). You can`t just reduce the pay of a Prison Officer in the South West and just give it to one in London straight from the get go, so it`ll take years for any proposed differential to make any difference surely?
    On top of that I`m finding it hard to justify paying a Sussex based prison officer working in a 'cushy ' open prison more than someone working with Cat A terrorists in a Midlands dispersal.

    I reckon a few converted apartments created in Petty France might obviate most of those initial costs.

    I guess it is a question of whether you think pay should be based on what you do or how much you are willing to work for. Capitalism is definitely based on the latter.

    When was capitalism ever applied to our public services?:)
    Successive Governments have tried incrementally to be less interventionist in the terms and conditions of public servants but I have a feeling that they`ve now gone too far and will be backtracking as soon as the public finances are better.
    What price the return of subsidised housing for Prison Officers in London and the South -East?

    After working in local government some time ago I can see that one way or another the government will force regionalisation. This can save billions but will go against the big society the prime minister launched a few years ago before it disappeared into the ether.

    why would paying people more in London go against the big society (what ever that is)?

    The big society was about the concept of devolving decision making to the most local level. Regionalisation of local government, albeit to save money, will be the opposite of that.
