How do you get different languages on a laptop?

Someone else has asked me how to get different languages onto a laptop? Can they just use and purchase some software? Primarily they are looking to use Urdu on an English laptop.

I thought that you can add languages just in Control Panel -> Regional Options (W2000) without any downloading...
P.S. Yes, I see now there is not Urdu there...0
