free boiler issue

Hi all, posting on behalf of partner: maybe this is the wrong section also. sorry!
she lives with parents still (we're looking to move within next 3-6months) however parents boiler has packed in and they're eligible for a scheme for a free boiler (as she claims WCTC/CB) and the company needs proof of address. As my partner is not a tenant as such, she has no proof of address: a bank statement will suffice but why is the top page not acceptable (with SC & AN blanked out) why do they need to see her balance and whatnot? our savings are in that account so will this not mean the application will be declined due to her balance being £10k +?

to qualify for the free scheme you must be in receipt of JSA/ESA/CTC/WCTC/CB/DLA/PIP and they're not on any of those.0
