PCN - No right turn

Just got a PCN for turning right at the T-junction from Tredegar Rd E3 on to Coborn Road E3. No question I did it while going round the block looking for a meter bay. Couple of questions though..

Is 20 days too long before sending PCN?

The signage at the junction consists of road markings and the only no-right-turn sign is situated on the far side of the junction (opposite Tredegar Rd) rather than a few metres before the end of Tredegar Road itself. Easy enough to see this on Google Maps etc. Is the signage sufficient to enforce the PCN or is it mandatory for the no-right-turn sign to be mounted in the street from which the turn is prohibited.?

Thanx in advance etc
