PE gone in middle of POPLA decision??

Found out today that while my POPLA appeal is being considered, the car park has been taken over by another private parking co. Ive forwared the press cutting to POPLA as further evidence, so not sure what ths means really, if it would be cancelled or what. There is now no contract between them and the landowner etc, and cant see how they can enforce something they have no interest in...What say you???

All that matters is whether they were authorised to issue and enforce the charge by the landowner at the time that it was issued.

That they are no longer there is immaterial.

Makes no difference, unless PE don't produce a witness statement in their evidence pack. I have seen a few without a witness statement or contract produced by PE this month so they should lose those.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

In PE v Beavis, the 'initial loss' was stated to be the risk of losing the contract. If they have lost the contract through their own abusive actions then this initial loss would not apply, and without an initial loss there is no GPEOL.

See if you can find out why the contract was lost (where is it?). You could try asking the shop managers if this is a retail site.

If you find out why the contract was lost, it might help you. It's probably been lost due to customer complaints and over-zealous ticketing which backs up your argument.
