PCN issued in a different place

Hi everybody, hope someone can help.

I found a parking ticket on my windscreen last week. I was in a car park, displaying a ticket which hadn't expired.

Taking a closer look I saw that the ticket had been issued for parking in a loading bay half an hour before.

In fact, I had been in the loading bay (quite legitimately I think, though that always seems to be a can of worms...)

Question is.....can they do this? There was no parking warden in sight when I drove away from the loading bay (and that took ages as there was lots of traffic and I couldn't pull out).

Please help. Just to make things worse it was my father's car I was driving!

I didn't see who did it, but it was issued by the council
