BPA advice

righty or wrongly they advise

We would advise that you appeal in writing to the operator, following the appeals procedure on the ticket. We recommend you send by recorded delivery as proof of receipt. We are not able to force an operator to cancel or refund parking charge notices.,

umm , how may PPCs use a mail drop address/PO box.

is not the correct method , to use 1st class with proof of posting (free) so that it is interpreted to have arrived "x" days after posting?

I would always advise using 1st class with proof of posting. The amount of post PPC's seem to have go missing is amazing. Some of them really should put a complaint in to the Post Office.

Getting proof of posting puts them on the back foot if ever it came to court. You can prove you posted it and it's deemed delivered (Interpretation Act I believe) unless the recipient can show it wasn't. That's very difficult to do.

I agree , so why are the BPA suggesting a method that has flaws ,

99% of PPCs use PO boxes , a lot are one man bands with a van for an office , so they use PO boxes , for bulk mail.

I think Hanlon's Razor explains best why the BPA recommend signed for post.

in the same reply they admit that a company has acted illegally by using ANPR , whilst failing to meet there accreditation (anpr removed) accept that the NTK is unlawful (?) but still suggest appealing it
