So I've finally had a response from UKPC, rejecting my appeal. I used the template from this forum. They have basically said there is sufficient signage on site, and my appeal was reviewed by an internal panel at the hospital Trust where I was parked. Does this internal panel have any bearing on whether or not I'm likely to win if I go to Popla? Is an internal panel review something regular posters here have heard of for PCNs given on hospital sites?
