Help for dad....

Hi :) i'm looking for a bit of advice if i may.
My father is retired (he is 76) and lives alone. He claims the state pension but no other benefits at all and has a little in savings (around 5k ish) for emergencies.
I hear a lot about new boiler schemes but these appear (to me) to only apply if you are claiming benefits!
My father currently has no central heating and no boiler he only has a small electric fire in the living room and an immersion heater for his hot water.
Does anyone know if there is anything available for his circumstances? I'm loathe to call some of these companies in case they hassle him as he worries about that sort of thing.

Any help much appreciated....
