Lot's of fines.

Hello,
I currently live in a road that belonged to the NHS. There is a pavement in which people parked all the time as there is no where else to park in the area and although its a apartment complex there is no permit holders.

Around a year ago, ticket officers came and gave people tickets, however, they were not allowed to do so as the road did not belong to the council. Not too long ago, things changed and no one was informed. the ticket officers came and distributed tickets to everyone parked in the pavement.

I spoke to a parking official ( i have it recored) saying that the council should send letters to every resident stating that the road now belongs to them. Which they haven't. and Im sure dozes of people can testify to that.

I sent a letter petitioning as seen below:

Dear Sir/Madame,

I feel confused on why myself and many others that live in the Aurora apartments are getting fines, which to my understanding are being given on a illegal basis.

A while back cars were being fined the same way they are now, after it was confirmed that the tickets being given had no basis. Many residents’ tickets were canceled because of this and things went back to normal. As the road belongs to the NHS and not to the council.

I would like to know what has changed? The road still has no signs regarding the times in which you can and cannot park. The road has yet to be maintained, it has never been cleaned or any other sort of maintenance. It feels like all that was done was let time pass to re start handing out tickets. So please since the previous tickets were canceled what has changed? It feels like we are being targeted next to our own homes, we pay tax. Is there no such thing as permit holders? Will we not have the right to park next to our home? We are not disturbing anyone so why do this to tax payers?

I have emails from the housing association regarding the state of this road, in which they agree that there are no signs within central way nor is there any maintenance being done to it, which is why I feel like the next resort will be to contact our local MP to find out why we are being treated like criminals. When we are not the ones breaking the laws, but the ticket officials.

I was in Holland during the bombardment of all these fines and I would have moved my vehicle if I knew I was being fined daily. I don’t have the funds to pay all these fines, I have no idea how I am going to pay for them if they do not get canceled. If these fines are just then why were the residents not informed that from one day to get other they would be giving fines everyday? If there was a warning I and many other residents would have been able to take their car somewhere else, where I am not sure but anywhere is better than £65 per day.

I have been given a fines on my car on the 4th 5th , 7th , 8th. I arrived on the 9th and moved my vehicle to another area. I was given a fine on the 4th on my motorbike which seems strange, because if the ticket officer also came on the 5th, 7th and 8th why did he not ticket my bike? Why only on the 4th. My motorbike did not move locations.

In this particular circumstance my motorbike was parked within private ground belonging to aurora house. I have lived here for 2 years, I have always parked in the same place. Why have I never been fined? (MOTORBIKE TICKET- BT71498870)

I am extremely distressed because of this, I have no money to pay for this fines, my credit card is maxed out. What am I going to do? If I can no longer park here. Please let me know now and why? I will sell my car because there is no way I can keep it. However, please cancel these fines. I was un aware I could not park there as I have been doing so for 2 years and this only happened once before and the fines were canceled. If I saw I was getting tickets daily I would not have left my car there. If I had known the rules were going to change I would not have left my car there.

My dad say I was getting fines and moved my car to a private bit and I still got fines there so he moved it back and i carried on getting fines.

They sent a generic reply, stating you cannot park on footpaths. Ignoring everything i mentioned. The sad thing is this footpath is not used by anyone as it leads no where.

Can someone please tell me how to proceed, i really don't know what to do and I really don't have the money to these fines.
If you need any more information including pictures etc let me know

You would be better off posting this on https://www.pepipoo.com as they are the experts in council tickets. They will need to see pictures of the tickets.

While you wait, contact your local councillors for help and ask the council for a copy of the orders for them adpoting the road.
