Looking at next week's Radio Times it appears that the programme may be dealing with private parking tickets:-
One motorist overstayed free parking by 14 minutes and feels he shouldn't have to accept a £70 fee as his wife has mobility issues. Another got a ticket for pulling into a private parking area for four minutes.
This seems to be a new programme and not a repeat.

Yes I had one of their researchers on the phone a few weeks ago, and pointed them towards some suitable 'victims' of the extortion racket now legalised by the wise Judges of the Appeal Court ...

This is how the Dom show will go.
He'll phone them up (he won't write), say he's from the BBC. After initial pushback, he'll agree a deal with them whereby the victim pays up £25 admin charges in full and final settlement of a fake parking ticket. Then he'll look all smug about how he's saved them £75 on their parking ticket.
He won't educate the viewers in any aspect of private parking. He'll just look all made up at having scored a victory over some PPC or other.
