Rewiring a 2 bed flat

I'm at the start of my doing up new home and am weighing up all options.
What sort of money would I be looking at to rewire a 2 bed upstairs flat?
I want new lights (Halogen style) put into the kitchen and lounge PIR lights outside,etc. My Uncle is capable of doing this for me (he is a DIYer, not an electrician), but would I be better off not letting him do it (ie before a rewire) or just getting the whole sherbang done by the electrician?
I believe I need a new fuse box too.

Ball park (asumming empty house and easy access) £1850. Add £25 for each recessed spot (supply and fit including labour)
Your figure should be within a £200 or so of quotes. Make sure the electrician is registered.

I agree with Baldelectrician, I would just like to add that if you work out £20 per electrical point you won't be far off the price of a quote obviously there will be labour and overhead costs as well eg van (diesel) etc.0
