surely all it is saying is that you can use the bin to dispose of food items which you no longer want because you have decided they are past their best, you are not limited to throwing away 'just' waste such as peelings or cores.

It's a list of what is allowed, not a list of requirements.

You must have guts like asbestos.

Salads are the most potent forms of food poisoning as the bacteria multiplies far greater from day one compared to other food stuffs, including raw meat and eggs.

You don't run an eaterie do you?

I bought some loose tomatoes from Lidl last week. When should I throw them away? There was quite a variety of "ripeness"...

You do realise this isn't a mandatory list of things to put in the bin?

I quite regularly throw away food that's past its best, and that has zero regard to what date is printed on it. I think we are all quite aware of the quality of food and whether we are willing to eat it once it has passed a certain point?

Past its best is surely the best way to put it. It doesn't say past its best before date, which is a different meaning. It doesn't say inedible, which I'm guessing is the alternative you're putting forward, as it may well be edible to someone.

Just use a bit of common sense. I'm sure the rest of the world will be doing.
