Advice please - POPLA out of time and tried to pay

Grateful for any advice/thoughts on the following:
My elderly grandmother received a "Parking Charge Notice" from New Generation Parking Management back in March (she doesn't know the exact date). After receiving it, she realised that she had parked in a disabled parking bay without displaying her blue badge.
I've read all about the position as regards to blue badges, status of these parking charge notices, etc, all of which are extremely helpful. However, this is where the problem lies:
Having received the notice, she contacted the company and explained she had forgotten etc and was very sorry. NGPM rejected her appeal and sent her a letter back confirming the same, requesting payment or giving her the POPLA appeal option. That letter was sent on 16 March 2015.
My grandmother decided to pay up, called the number provided and went through the automated process and believed she had paid the £60 requested. However, she then received a 'Final Reminder Notice', and the penalty has not increased to £160. Basically, for some reason, the payment didn't go through (although she is adamant that as far as she was concerned, the automated call went through fine).
So basically i'm asking for thoughts/advice on where this leaves us now. Had I known about this at the point the notice was first issued, we would have done things differently, but we are where we are. Obviously i'd like to appeal against this, but this is arguably undermined by the fact that she tried to pay and failed, and even then, has failed to appeal within the POPLA time limit.
Is it worth pursuing an appeal against the notice in full, or appealing against the £100 additional amount?

but its an important omission in your post that not once have you mentioned a complaint to the landowner, citing the EA 2010 and insisting on a cancellation or the threat of a counter claim under the EA 2010
THIS LADY HAS THE RIGHT TO PARK THERE UNDER THE EA2010
the EA2010 makes no mention of blue badges, in fact some people qualify under the EA2010 but not for a BB
the proof of being a BB owner should be enough to get it dropped, it wasnt, so as the landowner is jointly responsible then hold them liable and threaten an MCOL if they dont get the charge cancelled
also think about filling in the government survey about this matter, highlighting this EA2010 issue0 -

If this is Cardiff Retail park then let the managing agents know about this. They have been made aware of other tickets that NGPM failed to act on when presented with the relevant information. Managing Agents will cancel.

Funny that, but you're right! I understand that the managing agents are Aberdeen Asset Management. Will write to them.0
