both , a ppc or landowner or possibly a managing agent can try a court claim in the small claims court (MCOL) for up to 6 years in england and wales
all these people can pass it to debt recovery, who can send out begging letters (but have no powers to do anything else)
the latter is the usual process, as they try to scare and sc@m people into paying through threats and bullying letters, which are just bits of paper

As I understand it, you haven't yet appealed.
You are a long way from Debt collectors rubbish turning up let alone court papers.
Whilst UK CPM do occasionally issue small claims - in 2014 they issued only 15 and more than likely those were for multiple unpaid tickets cases.
Compare this with Parking Eye who issued over 30,000 and even with them you still only stand about a 1 in 10 chance of getting one.
If the reason for your question about Dc's and court is because you are considering paying to get shut of it, I understand it can be worrying but that is what they rely on - don't fall for it.
Whilst no-one can decide for you - no-one here would advise you to pay them because .......
The good news for you is that they are BPA members and the 2nd appeal stage is to POPLA who have a good record of upholding appeals from motorists.
I believe the overall figure is over 50% but a only a small percentage of people who appeal to POPLA find the forum so many are submitted without any help.
The success rate if you get help with drafting your POPLA is actually much higher - hard to say exactly but probably well over 90% win.
So appealing, first to the PPC (which will more than likely be rejected - so don't be surprised or downhearted when that happens) then to POPLA gives you a very good chance of getting this cancelled altogether and then you will pay nothing - zilch - nada.
So no need to rush to a decision - get the 1st appeal from the Reg.Keeper in - you've nothing to lose by doing that - they usually even offer the reduced rate again when they reject the appeal.
Then take time to gen up on this "skimdustry" and you will see the answer to the question you asked in your first post - "are they a private company just trying it on" - is YES.0 -
You should not worry in the slightest about debt collectors or their laughable chain of [STRIKE]begging[/STRIKE] letters!0

thanks guys will send off the appeal, spoke to a lawter friend who says something about googling beavis vs parking eye not sure what thats about but will look it up and to not ignore but to appeal should we not opt to pay, which my daughter certainly cant afford to do so will get that temlate sent off tomorrow morning thanks0

So i wrote of to cpm regarding the ticket recieved, returned from holiday yesterday to say its not being upheld and need to pay they say my appeal is based on a standard letter from a parking fine forum! Lol clearly this one and also long notes on the parking eye/ beavis case, they have also not reduced by any amount and still want the £60 if not paid within time will raise to £100, now what cant afford for my daughter to fight it on my say so and still lose and have to pay the £100, they have included the popla code0

They do not want you to go to POPLA because they lose, Beavis is not relevant in this case, do a POPLA appeal and post it up for review.0

you get inspiration for your own draft popla appeal from previous ones , thats how !

you need to be proactive now, and draft your own bespoke appeal from the remnants of others, using the forum tools to help you
