Parking Control Management and second stage help.

Hi guys,
A year and a half or so ago I successfully had my Parking Eye ticket overturned with POPLA. Now it seems some things have changed and after reading the board I appear to be none the wiser.
This new pcn is for a family member for Parking Control Management and we have already sent the first stage appeal which they of course rejected. I assumed next stage was POPLA but these guys are with IAS which I'd never heard of before. To appeal with IAS you only have 21 days, though I thought it was 28 days as I had with POPLA. Sadly, we are outside of 21 days now, what will be my best course of appeal? Do we apply to them or will we need to take a different approach?
Also, will I be able to use my winning appeal from last time and change the details? Arguments included were on no agreement of contract, inadequate signage and punitive charges.
Any help is much appreciated,
Thanks

If you've missed the IAS appeal deadline you've nowhere to go, other than wait to see what the PPC's next move is - probably debt collector letters, which of course should be ignored.
Just watch out for any Letter Before Action from the PPC or stamped court papers from Northampton County Court bulk handling centre, neither of which should be ignored. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

!!!!!!. Will look out for their letters and what headings they have. So we are just waiting for them to issue court papers and mount a defence from there?
Family member is convinced to just pay it now to stop any of this happening. I understand from the forum that the IAS seem to reject most appeals anyway, what's the likelihood of PCM taking it to court? Seems from the forum that Parkingeye are really the only ones trying to take it further.0 -
An FOI request showed that in the 12 months 1/1/14 - 31/12/14 PCM issued no small claims.
In the same period PE issued 30,000+, which was around ten times more than their nearest litigation rival Civil Enforcement Ltd.
Between the two of them they accounted for approx 90% of all small claims issued by the combined membership of both the BPA and IPC0 -
Thanks for that! We'll sit it out and see what happens.0

You didn't miss much by not losing at IAS (you would have lost) in fact it's best not to bother, IMHO. Bazster's post here is worth considering:

HTHPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

On the other hand, if you are within 28 days, then an appeal to IAS that would certainly be rejected might look good on a paper trail if it ever got to court.
Particularly if they rejected it on the grounds that it exceeded 21 days.0 -
Thanks for that, very helpful. Didn't know about ADR so may start down that road, appealing again to PCM and drawing it out. Hopefully they'll get bored in the end.0
