UKPC POPLA been refused HELP!

Hi all,

I know there have been many threads on the following, but I haven't really seen any up-to-date ones...

I'm a student at Brunel University (Uxbridge, London) and I received two parking tickets. The first was because my permit was not displayed (I do have a permit) and the second was because I had not parked correctly within the bay... With the first ticket I claimed that my permit had fallen and gave evidence that I did have a valid parking permit - they reduced the charge from £60 to £15 (lol)... I appealed this.

With the second, I have a valid disabled parking permit and argued that my disability sometimes made it difficult to park within the lines (if you need more info on this just ask). Furthermore, I park outside of halls and I am and have been THE ONLY PERSON TO PARK there - no other person (that I know of for the past 9 months) have had a disabled permit which has also allowed them to park outside halls (so technically, even if I park bent I'm not affecting anyone).

I appealed both fines during my final year project and so wasn't really concerned with what I wrote in the appeal (in hindsight I should have been :-() and did not give any legal reasoning to POPLA... In turn, they have refused my appeal and have increased the charge from £60 to £100.... HELP!??

Another reason why I'm concerned is because my car is a lease car and I understand that the letters go through the lease company first and then to me - this is obviously a problem as I've read eventually the lease company end up paying the fine and the add it to my bill at the end of the lease - HOWEVER, is this still applicable if I've written to both UKPC and POPLA using my university address? The letters should be coming directly to me and not to the lease company right?

    As you must have been identified as the driver or keeper in order for an appeal to POPLA to go ahead the lease company is completely out of the loop now.

    If you have already appealed to POPLA & been refused then all you can do now is ignore any begging letters from debt collectors but respond to any proper court papers.

    you should also complain to the landowner and insist upon cancellations, or else you will consider a counter claim under the EA2010

    I know this is an old thread, but UKPC have a habit of sending "Unable to contact Nominated Driver" letters to hire companies and making a demand for payment.

    After a bit of digging, I've found that they have contacted the drivers, but haven't been successful in extorting payment from them, so try to pester the RK again, even if liability has been transferred.
