Appealed to PE, Rejection of Invalid invoice & NO POPLA CODE

Hello,
as per the newbies thread, i have sent m appeal to PE and received the
"Rejection of Invalid Invoice Letter" with an FAQ attached.
Also came with a second letter (a little different from other peoples 2nd letters I've seen on the website)
What do I need to do next? a little stuck :S

Dear Sir/Madam,
Thank you for your correspondence in relation to the Parking Charge incurred on 04 April 2015 at 17:06, at Boscombe car park
We are writing to advies you that your recent appeal has been reffered for further information.
You have stated that you were not the driver of the vehicle at the date and time of the breach of the terms and conditions of the car park, but you have not indicated who was.
You have already been notified that under the section 9(2)(b) of schedule 4 of the protection of Freedoms Act 2012 that the driver of the motor vehicle is required to pay this parking charge in full. As we do not know the drivers name or current postal address, if you were not the driver at the time, you should tell us the name and the current postal address.
You are wanted that if, after 29 days from the Date of Issue, the parking charge has not been paid in full and we do not know both the name and current address of the driver, we have the right to recover any unpaid part of the parking charge from you, the registered keeper. This warning is given to you under paragraph 9(2)(f) of schedule 4 of the Protection of Freedoms Act 2012 and is subject to our complying with the applicable conditions under schedule 4 of that Act.
ParkingEye have placed this charge on hold for 28 days to enable you to provide the evidence requested. If this information is not provided within 28 days, the appeal may well be rejected and a POPLA code provided.
Alternatively, the payment can be made by telephone or blah blah blah....

I think there are two things to do now:
(1) Write back to PE along the lines of "you have received my appeal and I have nothing further to add, please now either cancel the parking charge or send me a POPLA code"
(2) complain to S Clark at the BPA that PE are trying to get you to name the driver and are denying you a POPLA code.

You no doubt got this letter as you sent them one of the daft invoices which some people on here suggest you send to PPCs to put the fear of God into them. In fact such bluster will mark you as a bit of an innocent, someone on whom to try it on. PE are not a company with whom to play silly!!!!!!s,

I would contact the BPA reporting them for refusing to send a POPLA code with their correspondence to your challenge and appeal.
Demand the BPA order them to issue you a POPLA code and ask what if anything they intend to do about them refusing POPLA codes as by now they surely must have had enough "examples" of them refusing POPLA codes and then demanding payment.

Dear Sirs/Madams,
I am getting in touch with you both (DVLA & BPA) to complain about the private parking company ‘Parking Eye’ who are faffing about and not sending me a POPLA code although I have appealed to them.
I expected to be issued a POPLA code and whether you intend to do about them refusing POPLA codes as by now you surely must have had enough "examples" of them refusing POPLA codes and then demanding payment.
Any breach of the Code of Practice the PPC is signed up to, breaches the KADOE contract to get DVLA data. The matter has been escalated to the CCR team because I have no confidence in the data release team to take such a complaint seriously as it's in the public domain that they have dismissed these issues far too many times recently without so much as even supplying a copy of the DVLA complaints procedure leaflet.
If my complaint is not resolved properly I intent to involve my MP and refer the issue to the Parliamentary and Health Service Ombudsman.

Just write in plain language that the refusal to issue a PoPLA code is a breach of the BPA code of practice and Kadoe. The rest is unnecessary. Try to understand that you are wring this for the Judge, the PPC will ignore it anyway.You never know how far you can go until you go too far.0

I would be more formal :
Dear BPA I am making an official complaint against (our favourite parking firm)
I appealed to XXXXX on xx/xx/2015 within the correct timescale and they have replied and refused to issue a POPLA code thus denying me the right to make appeal to POPLA.
They are sending demands for payment after refusal to issue a POPLA code.
I demand the BPA takes necessary action against XXXXXXX to redeem the situation by issuing them an instruction to allow me to appeal to POPLA .
I also Demand that the BPA takes sanction point action against XXXXX as I am led to believe this problem is widespread and repetitive and making a mockery of the BPA.
I await your reply.
