UKPC £8k+ if I lose POPLA appeal?

Fear not, if they are stupid enough to take this to court (the landowner might not even let them), then you'd most likely beat them and get your costs back.
If you lose, you'll have to fork out maybe £175ish (original invoice + £25 filing fee + £50 legal fees), and nothing like the £8k they are threatening with.
However, you'll probably get a settlement offer of something like £15 before it gets to that point anyway.
Who is the landowner / store you were visiting? You should kick up a stink on their facebook page.
"Hi, I'm being threatened with an £8k fine for not displaying my disabled badge in your car park, even after sending a photo of my badge. How can you do this to people? Can you sort it? Do you actually want any customers?"
Obviously, it's never going to be £8k and it's not a fine, but it won't hurt to cause a sensational scene.
Then complain to everyone about it:

After further contact with ISPA, I would just like to clarity that their response to me was regarding the question of whether I should complain them or the Legal Ombudsman.
They were concerned that anyone reading my post may decide not to make a complaint to them, when in fact they log all complaints to gain an overview of what is going on, and may use this evidence for reform.0 -

Have you complained to the landowner as advised several times already? This is the most important thing you must do, not phart about with ineffectual trade bodies who only support parking scumpanies who only want your money.
Get complaining in writing. Write to the landowner, local and national press. Stress the fact that you are being discriminated against under the EA 2010.

I'm just waiting for the contact details of the person who deals with UKPC.
Yes, I probably should have contacted them before, but I suppose I expected/hoped that common sense would prevail, and unexpected medical issues became my priority.
I'm still quite stunned that the judgement to reject my appeal contained inaccuracies, and untimately appears to be based on an out of focus (to the extent that is unreadable) picture of a sign, even though my own picture of the same sign quite clearly shows that it does not show terms and conditions of parking.0
