Who can cancel direct debits?

Payee can stop claiming payments, though afaik cannot cancel the actual mandate- why would they want to?
They certainly can stop it, and they would want to stop it because they no longer want to have a right to take money from your account. Why would you want them to retain the right to take money off you if they don't think they should have any of your money?0 -

They certainly can!
If they are changing the way payments are made they will cancel the old DD
They can also change them
So for instance if a company is taken over and you have a DD to the old company name then the new company can change it to being in the new name.
I've certainly had this one where I wondered where the "new" DD had appeared from and looking though my old list of DD's it was just the old DD renamed0
