Last time it appeared as though customers of a few particular mobile operators did not get charged. It is possible the mobile operator may detect that you haven't sent a text so they reject the reply which would cost you £1.50. Alternatively there may be a setting on your account that disallows "premium rate" texts altogether. Not enough people replied in the thread for any pattern to be deduced.

The refund process last time was that they sent everyone who had been wrongly charged a text. You needed to reply by email with your name/address/mobile number. The refund was by cheque that arrived 2 weeks and 1 day after the day of the competition.
