Advice on appealing against being refused a parking permit

Hi,

I'm hoping someone can help me with the following:

- A Year ago I moved to a new council (would rather not mention which one at this stage) and saw through the online system that although my road had no parking bays on it, my road appeared to be eligible for a parking permit (allowing me to park elsewhere near the high street) as on the online system (which asked for postcode and town centre) my road appeared on the drop down

- I applied and was given a permit that runs out this week

- This year on renewal I was given a permit for a different borough within the council area. I called up to be asked to be given the one for my area and was told this would not be possible as I didn't live within a parking zone and in fact my road name appeared in 2 different boroughs and I was given the original in error as my road is not within a CPZ

- I am arguing that it does not state anywhere on the website that to be living in a parking zone your road needs to be in the CPZ and as they accepted my application this shows I am correct. On the website it states a CPZ allows for ease of parking who live within the zone (I am arguing that on the website the my borough is stated as a few parking Zones, so I should be eligable for a few in that case)

- The council argument is that once you click on the link for the CPZ you are presented with a map that lays out the parking zones (I argue it shows the bays, not where the zone starts and ends)

Does this make sense to anyone? Do I have any leg to stand on? I had the council tell me I lack common sense and shout at me down the phone.
