Child benefit start date wrong.

Hi i hope somebody can help me.
My daughter came to live with me from her mothers on the 24th march i posted child benefit form off the next week.
I then had a letter off Hmrc stating.
"You that you are entitled to child benefit for "my daughter" at £20.70 a week from 27th April 2015.
When we received your claim on the 10 April 2015 Child benefit was already awarded to other person. They can keep the benefit for up to 3 weeks after that date. In your case the person who was awarded benefit for the child has given up their claim. This means that you will be paid from the date shown above."
Why are they saying that i cannot claim from that date? (my ex partner denies having the money paid.)
What does they can keep the money for 3 weeks after?
Am i a month out of pocket because they are paying from the 27th April?
What date will my child tax credits run from?
I am so confused have been trying to contact hmrc for a few days now and cannot get through.

Your claim can't start until the previous claim closes. If the letter effectively states that your ex was in receipt until 26/4, and she denies, it you would need to check with Child Benefit.
Your ex could be guilty of benefit fraud if she didn't inform Child Benefit when your daughter came to live with you, assuming the move was always intended to be permanent.0 -
Ok i understand that but why are they saying she can have the money for another 3 weeks and i cant have anything for those 3 weeks.
So i lose a months child benefit and a months child tax credit?
From when my daugthter lived with me.
It was a rapid move for my daughter as social workers were involved. I have letters and signed documents to say i had my daughter from that date.
Does not make sense at all.

Im sorry i should have stated earlier i have asked for a reconsideration and was told i have no chance of getting paid from the date i had my daughter as the ex partner can have three weeks money after the claim has stopped and im not allowed it.
I know it sounds weird but its what i have been told by benefits and stated on letter. (i can show a pic on here of the letter) Why is my ex partner allowed 3 weeks extra child allowance after my daughter has left hers to come to live with me but i cannot claim for those 3 weeks.0 -
Quite simply benefit can't be paid to 2 people for the same child at the same time. I understand your argument but it's a fight you can't win. Your ex has used the rules to their advantage, so unless you can convince them to hand over the Child Benefit for those weeks it's game over.0

Yes i just had a call from child allowance saying its pointless to ask for a mandatory reconsideration as she had been paid and they wont pay twice as she is allowed to keep the money for 3 weeks after the child has moved..
So in result i have lost a months child allowance and a months child tax credits.
Quite a lot of money really.
Silly benefit rules.
So nothing at all i can do do!!!!!!!

Ask te kids mother to hand it over and don't forget to ask for child maintenance while you are at it.0
