Parking Eye County Court Claim Form - advise needed

                    Hello Experts,
I'd like some advise please, I received a PCN on 11/02/15 for parking in a retail park, car park which is right next door to the medical walk in centre, whose car park was full at the time. As it was 18.37 I didn't think There would be any restrictions as usually the council car parks in Bury are free after 6pm. I visited the walk in centre with my ill two year old therefore had no time to look for a different carpark and prayed I would be back in two hours (wishful thinking, I know!). Well as you can guess I didn't get back in time. Went over by 27 minutes. When I initially received the PCN I thought, fine I will pay it but then a friend said something about not to bother paying a PCN unless issued by the council. Then I did a little research online stumbled upon this site and received the same advise.
Now a few months down the line and a couple of more scary letters later which I just ignored. I've got this claim form in my hands for a whopping £175. I don't think there is a point in me putting an appeal in as I didn't actually use the car park for the shops in the retail park. Think I just need someone else to confirm, I should just pay it and get it over with.

            Don't ignore any longer (assuming you now have a claim from the county court)

            for over 2 years the advice on this site has been to APPEAL, using the info in the NEWBIES sticky thread, which is about the same length of time I have been coming here since a family member picked up a pcn in a private car park
maybe your daft friend with the daft advice should pay it ?
