Contractual Payment Charge - ticket fell off dash

Parked in Brighton last Saturday. Purchased ticket, placed on dash, closed door, observed ticket still on dash, went off to my sons ninjitsu class.
Returned to find ticket on car floor and Contractual Payment Charge under windscreen wiper. Reason for ticket was 'Ticket not clearly on display'.
Appeal notice stated appeal will not be accepted on following grounds.
My ticket came off the front windscreen or blew off the dash. It is the drivers responsibility to ensure the ticket is clearly displayed.
I appealed on following grounds:
1. Ticket was paper not adhesive so I could not secure it
2. Weather was windy, quoted local weather website which showed wind 17mph gusting up to 42 mph.
3. How can I be have any control over what happens to ticket whilst I am away from car.
I attached a photo of ticket.
Appeal was rejected by standard letter stating that sign in car park explained grounds it would not accept appeals so I could choose not to accept rule by parking somewhere else.

Would appreciate any advice on what I should do next to avoid paying what seems a really unfair penalty.
