Self Employed & Working Tax Credits, Business Viability Audit?

From what I understand, the self employed on WTC, may need to provide proof of their accounts and viability of their business, if they are making less than £8112 a year (the NMW, National Minimum Wage for 24 hours a week.) My question is whether that includes everyone, or only those who are required to work 24 hours a week? Some of those on WTC are only required to work 16 hours (in the case of Single Parnets or the Disabled), so would those people only have to make $5408 (the NMW for 16 hours a week), in order to avoid the self employed business viability audit?

Technically the legislation allows them to ask anyone for proof that the business is commercial in nature. But they are using the hours to select people for checks - it seems to be the hours for that particular individual - so 16 if you get the dis element.
