Child Air Passenger Duty Refund - Package Holiday

Hi,
I booked a holiday last year with First Choice/Thomson who have refunded my 2 children's flight tax at a rate of £13 each. I have looked into this and on the Gov website it states that flights over 2000 miles (band
are eligible for a refund of £71 each. We are flying from Birmingham to Larnaca which is approx 2114 miles. From reading websites I think they base the route from London, so London Heathrow to Larnaca is approx 2039 miles. I emailed Thomson to question this and they replied by saying that it is £13 or £14 for each child and that the higher price reflects flight only bookings and not package holidays.
I have tried to find this info on the internet but to no avail. I have 2 questions:
Firsty: Is anyone able to confirm if the higher refund rates are for flight only bookings
Secondly: If the rates do reflect package holidays then can I argue that my flight is over 2000 miles and therefore should be due more?
I know I shouldn't argue as I have already received a refund but if I am due more back then I will be happy. :-)

Sorry to say that the taxman lists all destinations and shows Cyprus as falling into band A not B, so the refund is correct. If you want to check, it is in Appendix A to Excise Notice 550. It has nothing to do with whether the flight is part of a package or not, purely the destination0
