Parking Eye - Advice

Hi all,
I've read through the sticky and I still have a few questions.
I have received a PCN through a parent (I am a named driver on their car) for a parking event in Poole (The George Hotel). I was sat in the car the whole time while my brother ran across to the shopping centre, time was 19:30 so it turned out all of the shops were closed.
The notice says that I stayed for 14 minutes which I do not dispute, I would just rather not part with £60/£100. I am pretty safe on the PE car parks usually and I specifically look out for them as a couple of family members have been caught out, this one didn't seem to have visible PE signs from what I can remember.
The issue here is that I am in the process of purchasing a property and while I'd love to save £60, I'd rather not have my mortgage invalidated with a CCJ.
From what I understand, the process should be as follows:
Appeal to PE (They reject)
Appeal to POPLA (They approve/reject)
Potentially get served with court papers?
