There aren't any cases where there isn't another potential third party - the organisation responsible for the road, the car manufacturer, the tyre manufacturer, a preceding vehicle dropping things on the road etc. In fact a tyre manufacturer is the only one in the list that I haven't made at least one successful recovery from.
As to the OP - fault as far as an insurer is concerned is if they have a net outlay at the end of the claim. This can mean you aren't to blame for an incident but because the person that is is either unidentified or doesn't have the means to pay back the claim then its a fault claim.
Insurers will also consider the prospects of success in pursuing any claim -v- any costs in getting reports/ inspections etc
As there is no obvious culprit other than yourself for driving inappropriately for the road conditions the insurers will put it down as a fault claim. If you believe there was a defect, spillage etc then you can deal with your own investigation into it. If at any point there is sufficient evidence to blame someone else the insurer may takeover the case again otherwise you'd need to get back their outlay from the other party and then it'd become a non-fault claim0
