G24 in a Private Road

Apologies for yet another G24 thread but after searching the forum and Newbies section I can find nothing similar.
A private residential road near our local secondary school has recently started displaying G24 signs threatening action against parking. This cul de sac has been used for years as a drop off point by a few parents on the school run (including myself) although this small amount of traffic goes nowhere near the houses but does it's stuff in the 40 yard section before the gates to the development. Only the appearance of signage has made it apparent that this bit of road might be private.
Last week a resident of the close was photographing vehicles with his phone, and when questioned stated that we were liable for a £100 fine.
In anticipation of any correspondence from G24,does anyone know if (a) they can issue their"invoice" based on evidence from a member of the public rather than their own staff (I'm guessing they don't care where the info comes from), and (b) do I have a line of appeal bearing in mind any photo probably shows my car apparently parked beneath a sign saying "No Parking"?

No different really from a G24 car park in how it should be handled. Some PPCs farm out the "enforcement" to a local resident jobsworth, whom they pay a bounty per ticket. If you get a charge, handle it in the normal way. If you haven't yet, think carefully about whose property you are parking on and whether you really should be there considering that they seem not to want school pick-up traffic there.0

Indeed, certainly not stopping there now but still not convinced that bit is private as local map suggests otherwise. Will be looking into that side of things.
Will the "jobsworth" have to prove date and time of the incident?
 Thanks for reply.0

they dont have to "prove" anything unless it went to small claims court
they allege trespass and may send an invoice for it
if you dont like this invoice, you appeal it and are in dispute
if its private land, then you dont have the owners permission to enter or park there0

Ahh, G24 - just ignore them !"The darkest places in hell are reserved for those who maintain their neutrality in times of moral crisis." - Dante Alighieri0

Call the Highways asking who own the land as a pothole has damaged your car.
They will soon tell you if its private.I do Contracts, all day every day.0

Report the jobsworth for filming children if you want to teach him a lesson.
Bit mischievous but nothing they dont deserve.I do Contracts, all day every day.0

As far as im aware theres no law being broken in filming/photgraphing people ( regardless of age) in a public space - privatly owned or otherwise.
It may be much more satisfying going up to the local jobsworth with some pepipoo flyers ( as he /she believes they can fine people) having a brief conversation and then dropping in something about the Beavis case and then a little variation on the truth stating that those issuing tickets may have to refund drivers who have been ticketed and pay upFrom the Plain Language Commission:
