Right here we go....
8th November 2014 I contacted on behalf of my Wife, [EMAIL="info@parkingticketappeals.org.uk"]info@parkingticketappeals.org.uk[/EMAIL] about having 2 "Parking Charge Notices" appealed on her behalf which were issued by "Care Parking". I was told these 2 could be handled & that if they were unsuccessful that they would pay the charge. I was instructed both could be done at a discounted rate of £25 instead of £16 each, I was asked to provide payment via PayPal.
After making the payment things began to start moving straight away, each time anything came through the door it was sent to Parking Ticket Appeals and they would handle it.
Things were good and just recently there was a letter from a Debt Collection Agency called "Debt Recovery Plus" whom I have since learned is actually the people who issued the "Parking Charge Notices" under a different name trying to coax payment with fear. I sent it over to the email I had previously used only to see it bounce back as undelivered.
I done a little looking around and saw that the original website was gone and that a "new" website (I use the word NEW loosely) had gone up that is identical to the previous with minor changes, main one being the name had gone from "Parking Ticket Appeals" to "Appeal Parking Tickets" and obviously the URL had changed along with it.
Being a little unsure of what had happened I contacted "Appeal Parking Tickets" on their Facebook page multiple times due to no response being made, I got a response to one of many comments from someone named "Ricci Ship (Prickster)" saying.... "Oh dear Tommy.....Oh dear oh dear......".
This making me a little uneasy I decided to dig a little deeper, I found this on the "Parking Prankster" Blog
"The web site parkingticketappeals.org.uk has apparently changed hands.
Yesterday, the company on the about page was Parking Ticket Appeals Limited, company number 08981061, incorporated 7/4/2014. The secretary is Ricky Gater and sole director Kiera Prince.
Today, the company on the about page is Parking Ticket Appeals Service Limited, company number 08994668, incorporated 14/4/2014. This company appears to have one shareholder, Ricky Gater, and one director Ricky Gater.
The Prankster contacted the new company to enquire about current customers of the old company, and the new company liability to pay the parking charge under the guarantee if their appeals fail. Ricky Gater told the Sunday Times that that company was processing 400 appeals a week, and as appeals can take 2-3 months, there may be up to 5000 active customers.
Although not replying directly to The Prankster's questions, a spokeperson for the company stated; "It should not be lost on yourself that liability as previously explains lies with the company and liability cannot be transferred to another company" The Prankster does not consider this an appropriate duty of care to previous customers, and has therefore removed all links and recommendations from his website to the company"
Needless to say this has left me rather angry, I have no idea what to do, PayPal only lets you open a dispute within 45 days of the initial transaction.

Sounds like your appeal was never submitted. Too late now, just ignore everything unless you get real court papers or a real Letter Before Claim from real solicitors (unheard of from don't-Care Parking).Je suis Charlie.0

I have an email that they forwarded to me from Care Parking

[FONT="]If you are appealing a Parking Charge Notice (PCN) please note that all appeals are answered no later than 35 days from receipt, i.e. the date the email was sent and not from the acknowledgement date. On receipt of an appeal the PCN is placed on hold until a decision is made. Any charges are also held until after a decision is made and if unsuccessful a further 14 day period to pay the discounted charge is offered providing that you appealed during the discount period.[/FONT]

To which [FONT="]Care Parking r[FONT="]espo[FONT="]nded by saying appeal rejected, it was then [FONT="]app[FONT="]ealed [/FONT][/FONT]with PO[FONT="]PLA 10/0[FONT="]1/15[/FONT]. I heard nothing [FONT="]again until my wife got the letter & I emailed [FONT="]"Parking Ticket Appea[FONT="]ls" with the document scanned and sent[FONT="], it bounced back and well you know the rest.

Ask PoPLA whether an appeal was submitted to them and what the outcome was. Or do you already know this? It would save a lot of hassle if you gave us all the relevant information up-front instead of drip-feeding it!Je suis Charlie.0

As Bazster has suggested email POPLA asking whether an appeal was ever submitted for that ref no and if so what the outcome was.
If it turns out it was never submitted or was refused there is nothing more you can do as regards appealing.
So as Bazster has advised - ignore anything other than a real Letter Before Action or a real court claim (which usually will come from MCOL).
Again as advised, it's highly unlikely you will get either0
