Help, I have just received through the post a parking charge notice from excel parking, I drove onto the carpark whilst I was waiting to meet my friend to go for dinner, when I got there she wasn't there so I waited in my car till she shown up, she was at the dentist with her daughter, when she finally came which was all of fourteen minutes,she told me that she couldn't go for dinner because her daughter had a tooth filled, I started my car and left the carpark, at no point did I get out my car n leave the carpark, nothing was issued on my windscreen, now they want sixty pound of me and if not paid in twenty eight days it's going up to a hundred, any help and advice plz thanks

The place to start to get info on how to deal with the Parking Charge Notice is to read the sticky thread entitled "**NEWBIES!!......"
Get yourself a cuppa - have a read or two to get your ahead around it - and come back if you need further help.
Excel are now members of the IPC.
p.s. If this was the Peel Centre Stockport you'll find plenty of info from other posters - that car park is notorious.

Thankyou for replying, I have read the newbies section it's basically telling me to ignore it, if excel are members of ipc, what does that mean for me if I ignore the ticket, it was in Wigan thanks0

The situation here is, from your post, that you entered a Paid car park, parked the car and left without paying. So you owe them for the service they provided,
However, their penalty charge - for such it is - is an unrealistic charge for the transgression.
So, forget any appeal based on fact as this will just dig you in deeper and follow the advice on the NEWBIES sticky, although following the much discussed Beavis case, you are less likely to win at either of the two appeal stages than before.0 -
It means don't bother to appeal, it's pointless because Excel don't offer an independent service like POPLA so forget it. Follow old rules, collect debt collector letters and only take seriously an actual Letter before Claim or court papers. Just collect the letters and don't engage with them, don't engage with the IPC. I have stopped telling people to bother. The IAS is considered by some to be a kangaroo court. One bizarre decision too many IMHO.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I think you may have misunderstood.
Please copy and paste where in the NEWBIES thread it advises to ignore the parking charge notice and not to appeal if the company is a member of the IPC.
It's true that it's more difficult to win an appeal against Excel now that they are members of the IPC (which is deemed to be very biased against the motorist) and only you can decide if you want to try.
But, as Guys-Dad has said, any appeal must be based on the legal arguments to the notices.
So don't rush - have another read and spend some time to gen up.
Reduced payment offers are usually made again when a parking company reject a 1st stage appeal.0 -

Understandable - we all want to to get shut as quickly as possible of these things and that's what they prey on.
But Coupon-mad is extremely knowledgeable about parking charges and you can rely on any information she gives you about the likelihood of any small claim being issued.
As advised earlier - don't rush to any decision - just take your time to gen up and understand the parking skimdustry.0 -

the trick is to appeal the NTK, hoping for a cancellation
its the IAS (kangaroo court) that is a waste of time so current advice from SOME people (me included) is to not bother with the IAS (if offered) and to then ignore Excel and any demands that the invoice be paid (from them or debt collectors)
this would mean that for 6 years they can pursue the invoice (same as for any unpaid invoice) through the small claims court, so its any LBCCC or an MCOL that you do NOT ignore
in other words, appeal, then ignore, unless court papers are issued (same as has happened for over 10 years)
the fact is you may get a cancellation on appealing the NTK (but probably wont)
but at least you challenged it, so keep copies of the appeal and also get a free certificate of posting at the PO and keep that safe for 6 years too (to prove you denied the invoice if in front of a judge)
ie:- wait for NTK, then appeal, then ignore, but create a paper trail of evidence0 -
Tricky isn't it? On the one hand there is merit in collecting evidence that the IAS is bent, both for the individual case and wider, but on the other hand there's merit in undermining the IAS by submitting as few appeals as possible.
Very difficult to say which is the better way of dealing with it.Je suis Charlie.0
