Received reminder for parking ticket i never received

Hi. earlier this week, i received a letter from NCP stating that I had previously received a parking ticket and had not paid the fine in the allocated time. I never actually received any parking ticket. I have logged onto the NCP website and looked up my details, and sure enough there are four photos of my car with the ticket attached to the windscreen. I therefore am not denying the ticket being issued, but as i said, it was not on my screen when I returned to my car. I can only assume the ticket was maliciously removed by someone else.

I now have been instructed to pay the full fine, not the reduced fine i could have paid if i had paid within 14 days. I have not yet appealed the case with NCP as I wanted to know where i stood with this. Is this something I can avoid paying?

    Bear in mind that the putative malicious parking ticket remover could well be the parking company itself.
    You never know how far you can go until you go too far.
