    Yes, it does. If they're not employed by the seller, as the seller's agent any more, they cannot market the property, and they cannot accept an offer on it. They're not the seller's agent any more. They don't have any selling rights. They have been disinstructed.

    They buyer isn't paying them, and doesn't have a contract with them. Why should they be concerned with whether or not EA1 claims, or gets, any commission from the seller?

    EA1 doesn't have any right to discuss it, with a view to selling it, with the buyer. They're not the seller's agent any more.

    It's perfectly honest and ethical for EA2 to pass on an offer. It's not the buyer's concern who the seller is paying commission to.

    The OP is going to call EA1 about another property so can easily ask while on the phone whether the other property is still on their books or not. If not its off to EA2 he must go.
