Help- Another DRP letter

Sorry in advance, I did read all the newbies threads and links but wasn't 100% sure about where to go next.

Received what I assume is a standard DRP letter stating notice of intended court action - unpaid parking charge £150.

I received this letter today (08/05/2015) when the parking charge date on the letter is 10/12/2014. This is the first communication I have received, no ticket given or previous letter despite this letter sating a previous one was sent out dated 02/04/2015. As a result of this I'm unsure whether to ignore it or respond using the template suggesting that the charge isn't proportionate for a free car park and also deciding to act on it 5 months later!

The car park in question is one that's free to park at for up to 3 hours on the basis that you can't park there for a longer period of time. Had a look at a few other posts in similar circumstances where the invoice is originally from Highview relating to a free car park. With this being the first communication I have received, do I need to contact Highview or DRP?

Any help would be gratefully received!

Ignore the DRP letter. You could respond to the PPC saying this is the first you have heard about it therefore consider it to be the NTK which is non POFA compliant so they are going to lose and it will cost them money if they try to pursue it further.

Ignore anything and everything from debt collectors unless you want to tell them to refer the ticket back to the PPC, and then tell them to cease and desist as any further communication from them will be considered as harassment.
