    It's because back in 1992 the Government decided to replace AA for people below the state pension age for men (65) with DLA (as well as subsuming Mobility Allowance into DLA). The idea was to be able to better target the respective benefits at the age groups they were intended to be claimed by.

    DLA is now in the process of being replaced by PIP and PIP is intended more for people of working age so the age cut off point still remains (though anyone on DLA / PIP when he or she turns 65 can continue to receive it).

    The following gives a good general outline of what needs a person must have to qualify for AA. It also shows what differences exist between AA and DLA / PIP. Although the website is for people living in Northern Ireland the rules for AA / DLA / PIP are the same as in the rest of the UK.

    To emphasise what was said earlier in the thread - you must explain your father's needs in the terms of his personal care, not his mobility or ability to do the housework, as it is only this that will be considered.
