Non/Clear Display of Parking Ticket by NDevon Council

Thankyou if you read and comment;
Ticket for non display as ticket had blown off car dashboard in a council car park next to a sports centre.
Responded in writing with evidence of purchased ticket.
Also a note to say that we use car park twice a week and have done for 3 years.
Response is we failed to display ticket and it is "unlikely" that the ticket moved after doors were shut. They claim sticky back tickets are not provided due to customer complaints about sticky residue.
They maintain we have to pay a fine and can opt for a reduced £25 if we pay it now! We have written to say that we feel we are discrimated against as we now know several users that under the same circumstances have had penalty notices cancelled in the first correspondence with them. Our fee we be £50 if we do not pay and choose to respond to the "Notice to Owner" form to object to the penalty.
We purchased a ticket. It was a very windy day. The tickets are not sticky back. It moved! :mad:
Do we pay £25 or do we continue to object?
We have written to sports centre and local MP to advise them of this treatment by North Devon Council. Needless to say the Council letters are only signed The Parking Office so no person takes responsibility for this decision.

as this is council you are advised to go to pepipoo forums and post there with redacted copies, pictures or scans of all the info and signage etc
