Sending money to the Philippines

Not strictly holiday related but I couldn't see a more suitable forum to put it in.
We have a relative in the Philippines who we need to send money to regularly for college fees. Does anyone know the simplest and cheapest way to do it.
I thought it'd be Paypal Friends and Family but I've been told this is quite an expensive way of doing it.

Have you looked at the cost of getting them a pre-paid card like FairFX Anywhere and loading that as and when?
You'd need to make sure the card was registered at your address though.Change is inevitable, except from a vending machine.0 -

Does this require the person receiving the money to have a bank account?
For small amounts, xe.com might be more cost-effective: worse exchange rates but no fees.0 -
http://azimo.com is also worth a look. I've used this several times to send money to Argentina (Azimo is particularly good for Argentina as it uses an exchange rate somewhere between the official exchange rate and the parallel "blue" rate, which is considerably better than the official rate; most transfer options use the official rate). Don't know how competitive it is for other countries. They offer cash pick-up options in many countries.Let's settle this like gentlemen: armed with heavy sticks
