    So just to update this - thanks for all of the responses - but having gone through my paperwork it seems that I have only updated my address with the DVLA for my drivers licence but not the log book as it seems that it is a separate database.

    That being said I do not think I have any legitimate reason for appealing other than the using the appeal templates that have been posted.

    You have every legitimate reason for appealing; all the appeal points in the template are legitimate ones.

  • I mean legitimate in that there is nothing else to support my appeal other than hoping that Popla will rule in my favour based on those points, one of which is up in the air due to the Beavis case. I do not have any store receipts/statements as the driver paid in cash

    If the driver/other family members are regular customers and have receipts/statements for other times, you could complain to the store explaining that on the day cash was paid but you shop there regularly to see if they will get it cancelled.

    But being a genuine customer is classed as mitigation at POPLA - and mitigation is explicitly disallowed as grounds for an appeal so receipts would be of no use at that stage - even people who have them lose POPLAs on those grounds.

    Fruitcake is right - the legitimate reasons are the ones in the appeal template.

    They are the grounds upon which the lawfulness of issuing the PCN in the first place is challenged.
