PLEASE HELP - Plymouth City Council PCN Appeal Help!!!

So, before I go into detail on what has happened, here are the main points in our case:
- The road name on the PCN is incorrect. They have put 'Lipson Road' when the road we were parked on was in fact 'Gascoyne Place'. We know this 100% as the car was parked immediately outside our house when we received the PCN. The Council denies this and says that 'Google Maps' say it is Lipson Road and so it must be, right?
- We parked our car (with the relevant residence permit displayed clearly), however in the few days that the car was parked there, the council changed the rules and signs (whilst we were away) so that you could no longer park there at all during the day, even with the permit. Of course, we returned very confused and found we had a PCN and the sign was changed. The Council denies ever changing the rules/sign.
- We had gone and got the permit in person, less than a week before and were told by numerous council employees that we could park there 24/7 with the permit we got. We don't have any proof of this though, and the council is saying that there is no way we would've been told this. I beg to differ.
- We initially appealed the PCN and then did not receive a reply for over 4 months. The council has now written saying that we owe them DOUBLE THE MONEY!!! Despite the fact we never received the alleged response and were told that the fine would be frozen for the entire appeal process.
- Similarly, in our appeal to the independent adjudicator, which we are now in the process of, the council are refusing to respond to these issues and are sill getting details wrong in the evidence which they are submitting.
I was also like to add that it was myself and my partner's first car together. We had only recently moved to the area and had only bought the days before the PCN (hence why we checked the parking regulations so thoroughly with the council). We are both extremely law abiding citizens who are studying law and legally related subjects at university. Neither of us have even had a parking ticket or anything before.
We are very distressed by the whole experience and are really beginning to feel bullied by the council, perhaps because we are young, or students? We aren't sure but we need to win this appeal!!!
Any Help or advice is hugely appreciated at this difficult time. If anyone needs to know more in order to help then I am happy to oblige!
