Non display of Disable Badge PCN

Although I am a registered disabled person and a Blue Badge holder I attracted a windscreen PCN from UKPC for parking in a disabled bay without displaying my Blue Badge outside Dunelm Retail Store on a City Link Retail Park, Newport Road, Cardiff.
I agree they have me bang to rights and it was through distraction that this oversight came about. I have read the appeals process but it does not seem to cover a situation like this.
The PCN requires payment of £100 within 28 days or reduced to £60 if paid within 14 days.
I have receipts from Dunelm for purchases I made.
Have I any chance of appeal and how would this be worded.

My first call would be Dunelm. Take your receipts and badge and ask them to intervene. could save a lot of hassle doing it this way.I don't like morning people. Or mornings. Or people.0

They might be able to do something about it, or at least complain to the owners. Try them and see.
Failing that, wait for the Notice to Keeper in the post and use the usual appeals from the newbies thread.
There's no legal requirement to display a blue badge in a private car park, just that you qualify for additional assistance under the Equalities Act 2012(?), which you will do if you have a blue badge.
In any case, it's presumably a breach of contract (unless they allow anyone to park in a disabled space for £60), so they can only claim their losses which is £0.0 -
As above, whilst you wait for the notice to keeper/owner, complain to the shop and complain to the landowner if you can find out who it is. Meanwhile, read the Sticky thread for NEWBIES and learn how to appeal this parking invoice.

Thankyou for your replies it`s all taken on board, I shall go to Dunelm`s in the morning and if no joy ask who is the owner of the car park as they should know.

Who is the PPC please? Knowing this might help us give you more targeted advice.

PPC??? Sorry I don`t know what the abbreviation mean.
The company who supplied the PCN is UKPC if that's what you mean.

On taking your advice, I went back to the store this morning and approached the manager.
I explained what happened and it was an oversight that I did not display my badge.
He said that he could not personally do anything about it but he would email the company explaining that he seen proof of my eligibility to legally park in a disable bay.
I had the impression that this was not the first time he had dealt with these PCNs.
So I suppose its a waiting game now to see if I get a `Notice to Keeper` through the post.
